Abstract:
This rule streamlines the appeals process to
facilitate processing appeals within the 33-month deadline
required by the Federal Oil and Gas Royalty Simplification and
Fairness Act of 1996 (RSFA). It also implements the
requirements of OMB Circular A-25, which establishes
guidelines for Federal agencies to assess fees to cover the
costs of Government-provided services or benefits beyond those
accruing to the general public.
