of MMS Orders
Proposed Rule

Summary:
The Office of Hearings and Appeals and the Minerals Management
Service propose to amend their rules governing the appeal of
orders from both the MMS's Royalty Management Program and MMS's
Offshore Minerals Management Program. Also included in this
proposed rulemaking are new regulations governing the issuance
of royalty orders and the ability of appellants in royalty
appeals to demonstrate financial solvency in lieu of posting a
surety in accordance with the Federal Oil and Gas Royalty
Simplification and Fairness Act of 1996, and new regulations to
collect processing fees.
