Reporting and Paying Royalties on Federal Leases on Takes or Entitlements Basis

SUMMARY: The Minerals Management Service (MMS) requested comments and suggestions to assist us in proposing regulations regarding so-called ‘‘takes versus entitlements’’ reporting and payment of royalties when oil and gas production is commingled upstream of the point of royalty measurement.
